The David Tennant Treat 4 Today is a clip from the Doctor Who episode New Earth in which David played the Tenth Doctor and Billie Piper played Rose Tyler.
In this clip The Doctor and Rose escape infected humans via a lift shaft (also known as an elevator shaft).
